Studio XPS 16 Performance and Video issues

Issue: performance and video  issues may be notices on Studio XPS 1645/1647/1640 and Studio 1747 when system is running high intensive applicatios.

Affected systems: 

• Studio XPS 1645 systems shipped before March 15th
• Studio XPS 1647 systems shipped before April 16th
• Studio 1747 systems shipped before May 19th
• Studio XPS 1640 systems
